openstack-dashboard pulls in outdated python-django-pyscss and python-scss

Due to missing repositories, packages have broken dependencies or outdated ones from EPEL such as python-django-pyscss and python-scss for openstack-dashboard.

This breaks the installation of horizon, amongst other things.

    Add missing dependency repository for Liberty for EL

    There are three repositories for liberty in entreprise
    linux:
    - delorean
    - delorean-liberty-testing
    - delorean-common-testing

    This commit adds the two missing ones so that delorean
    can pull the proper dependencies. Otherwise, it might
    have either broken dependencies or outdated ones from EPEL.

    Remove pip install of pyscss in Horizon

    Because of the correction of the dependney repos in RDO, pyscss
    no longer needs to be installed via pip.
