Fix the tox tests_failures in zuul

Bug Description

Currently, in the Zuul few set of test-cases fail with the following error

  File "/usr/lib/python2.7/json/encoder.py", line 184, in default
    raise TypeError(repr(o) + " is not JSON serializable")
TypeError: <MagicMock name='db_api.resource_sync_list()._sa_class_manager._sa_class_manager._sa_class_manager._sa_class_manager._sa_class_manager._sa_class_manager._sa_class_manager.

This failure is because of not having a proper test_coverage.
