Undo last step -- is the initial state of data that equals to content of saved/opened file. That's why flag does not set, no needs to save it.

Steps:
1) modify an arbitrary field
2) Save to file
3) Undo
Result: modification in step 1 canceled but file on disk is saved with modify. Modified flag is non-active. If exit from the program last Undo step isn't saved.
