Bug Description
The DRC should be able to detect annular ring width violations in vias and pads.
It would also be nice to have a check of overlapping drill holes. I have sometimes managed to place vias on pads.

I think, even a DRC to check if the Silk is on a PAD / VIA (because in this case, they not appear in the produce board).
