Allow layout and sch item selection when Properties dialog is open

Bug Description
For both EEschema and PCBnew, if we could leave the edit properties window open and select items on the schematic or the layout, that would speed up usage. For example, if I want to change several reference designators, I would select one part, change the refdes, hit the new "Apply" button, then select the next item and repeat. I find myself doing this all the time in other tools with all sorts of properties such as name or X,Y location. This simplifies the flow of work. In Kicad, we have to exit out of edit, select the new item, then select edit for that new item again.

While the behavior I've described might be addressed in bug #1640873, what I see described there isn't what this bug was registered for. 1640873 is about multiple selections (which is also very desirable), but this is about leaving the property editor open while items are selected/deselected and modified, like a docking window might work. As it is, the property editor always closes after changing a property requiring us to open it again.
