A good tooltip is sometimes a life saver, but in this case it wouldn't be too difficult to find a good text which is immediately visible. Quite many software users try things without reading tooltips - why not make it unambiguous and clear at the first sight. A UI talking about "updating footprints" with two different meanings is deceptive. It could easily be avoided.

I, too, remember thinking at first that the "update" in this dialog meant updating from modified footprint files. It wouldn't be far fetched to have that as an additional option, as kind of a side effect of updating the board from schematic. But does it really belong there?
