Hotkey with shift does not work in pcbnew

Bug Description

On my keyboard, the default hotkey for switch track posture '/' is on physical shift+7. It's been broken for a while now. When I press shift+7 during routing, the shift key state is ignored and it sees the '7' hotkey instead

@Oleg, Is it just the switch track posture action or all hotkeys that require shift?

I see this issue as well, and it relates to the processing of the shifted keys in the hotkey dispatch. See here for more discussion: https://lists.launchpad.net/kicad-developers/msg41754.html.

I had something similar where Ctrl+D stopped working in eeschema after updating KiCAC, but turned out that something changed in the hotkey logic, or defaults, and there was a conflict b/w Duplicate and Show Datasheet. As a result it never did anything, maybe because I don't use datasheet links. I thought ctrl stopped working.

Just dropping this here in case anyone finds this issue with the same problem I had. It is likely unrelated.

Actually, I can't assign hotkey which contain the shift key properly ... sometimes ... or so.

For example, trying to set "shift + del" -> only del is recorded.
