copper zone stack with fillets causes silent DRC violations

Bug Description

When there is a the following example layered zone stack:

prio 0 - GND
prio 1 - 5V
prio 2 - GND

there are issues with the filleting/chamfering which result in silent DRC violations and wrongly connected copper areas. The filleting for "prio 2 GND" layer is not done in the areas where it is overlapping "prio 0 GND". See also attached screenshot of the problematic case.

Thanks Jeff. The issue looks better now. However, I just hit another case ... it looks a bit odd, I haven't checked if it's a side-effect of your fix, or if it was like that before, too. Can you please have a look at it?
