pcbnew: Various click actions do not work

Bug Description

After selecting "Add a footprint" from the vertical toolbar and cancelling, every click brings the add a footprint selection window up again, even if I have clicked on a new tool in the toolbar

This happens until I press escape.

Hmm... That's odd. I apparently had a stale config there. Here's the tested version that does not reproduce;
