Empty kicad_wks don't works

Probably not a bug, but made some time ago decision with which I don't agree.
I wonted to have no frame in PCB Editor but I found that if I delete last element in Page Layout Editor then the deault frame is shown. I have checked it is not only shown by Page Layout Editor but also if in PCB Editor Page Settings I select my empty file then also default frame is used.

I personally hate if program knows better then me what I wont and hope you have the fillings about that like me.

It is perfectly good to use default if no file is selected to help the users who don't care about it. But if I clearly define what I wont then I see no reason for program to do against me.

Why I get into that case?
I didn't found the way to enter by keyboard the coordinates relative to 0,0 set by Space hotkey (and to see them in windows opened by hotkey E for elements). So I decided to move my PCB to be around absolute 0,0 to avoid continuous adding and subtracting destined positions from my point working as a 'center'.
May be there is such possibility, I just didn't found, but even so I think that it should be possible to have empty kicad_wks if user specifies he wonts it.
