"Constrain outline to H, V and 45 degrees" only works during zone creation

After creating a zone, changing "Constrain outline to H, V and 45 degrees" option have no effect.

Moving to v6 as the option isn't saved with the zone, only the board, so enforcing is non-intuitive.

In v6, we will move the constraint to the zone parameters
