Bug Description

When the plugins are refreshed, any python plugins that are removed (e.g. file deleted) are not removed from the list of plugins. Additionally, if a plugin is renamed (e.g. modify the self.name field to a new value) then two plugins appear in the list: the original name and the new name.

This is a spin-off of lp:1828595.

Built against the most recent master branch, and it appears for both python 2 and 3.

Pushing this to 6.0 since it will require a refactor in how the plugins are handled.
