pcbnew context menu is empty

First PCB I'm doing on my new setup. Context menu works in eeschema.

The menu does appear for some use cases:
- when the 'route tracks' tool is selected
- when the click is made on overlapping entities ('clarify selection')

Rest of the tools show an empty menu as seen in the picture

This has already been fixed but there was no nightly generated last night for some reason.
