Page layout editor impossible change grid size

Page layout editor crash when I try to change grid size.

Changing of grid size should also be in the preferences/somewhere else that isn't just a right-click menu.

Why is the tool manager being called from the page layout editor? AFAIK, the page layout editor hasn't be ported to the new tool framework.

I think because the grid settings got moved to common in 94a948fd (@Jeff)

It looks like some changes meant for legacy_gal/eda_draw_frame.cpp ended up in legacy_wx/eda_draw_frame.cpp. I'll look into it tomorrow....

I can't wait till we can get rid of this overlap.
