ERC behavior with hierarchical vs global labels

Bug Description
If you have a hierarchical sheet containing both a hierarchical label and a global label with the same name, the netlister and the ERC treat the connectivity differently. For example, in a schematic I'm working with now, I have a hierarchical label and a global label both named "0VDCA".
1. The netlister connects the two in the same net.
2. The ERC warns that the global label is disconnected.
I don't know if this is a regression or not because I believe I have several schematics which rely on behavior #1 and don't recall having gotten any ERC warnings before. But I'm not sure.
I could argue that either behavior is correct by itself, but they are not correct when taken together.
