Make inner layers visible in footprints

Bug Description
Inner layers aren't officially supported in footprints at the moment, but they seem to be recognized at least by zones, routing and gerber generating. The layer of a pad can be changed with a text editor. However, inner layer pad's aren't visible in pcbnew or the footprint editor.
So, make them visible.

I am surprised this was triaged with "Wishlist" importance.
I can understand that from the perspective of "plenty of PCBs have been designed without this feature", it might be considered minor.
However, a quick web search provides a wealth of different use-cases for this feature.
More importantly, the fact that copper layers are somehow fundamentally distinct suggests there might be some kind of major underlying bug. The fact that this bug wasn't quickly resolved years ago is concerning...
