Lock pads can be overwritten with pad properties dialog

Bug Description

In pcb new it is possible to change the pad position using the pad properties editor. This is even possible if one has "lock pads" active in the footprint properties.

It might be a good idea to change this field to read only unless move and place is set to free. (Less confusion for users)

Tested in 5.1 under windows.

The pad is part of the component footprint and cannot be unlocked separately from the rest. The seat itself with all its pads is blocked so that, for example, it is not accidentally predicted, and so on

The "Move and Place" label on the lock section (in Footprint Properties) tries to make it clear that this only applies to mouse-based actions, but that's kind of hard in very little text.
