Bug Description

I'm using version 5.1.0-0 release build on Mac OSX 10.14.4. More version info below.

Using PCBNew, when I attempt to export an SVG, the result is always larger than it should be. I've deleted the pcb files and recreated them from scratch. I import a netlist, do not edit it at all whatsoever, and go straight to export>svg and the issue still exists. I have tried to do this with and without adding edge cuts. I have tried to de/select 'Print board edges'. The result is the same every time.
