Key setup for pan with keyboard not in list of hotkeys

Bug Description

In pcb_new one can pan using shift plus the arrow keys. These do not appear in the list of hotkeys. Kicad does not complain if i assign this combination to some other function.

I would also add that eeshcema does not seem to implement the shift arrow keys to pan feature. As the controls are similar between eeschema and pcb_new I'm guessing that was an oversight. Also it would be nice to add it to eeschema and allow changing the hotkey bindings.

KiCad 5.1.0 now implements the shift arrow key to pan in eeschema. I'm guessing this came along automatically when the rendering engine changed to the same one used by pcb_new.
