Bug Description

Hi all

This patch add tracks length and export netlist to txt file in csv format for netlist inspector.
I use it to control the alignment of high-speed lines.

This patch for the current master (5.1.0-rc). This is a functional from the branch kicad-gost-committers.

@Jeff, there were a few coding policy violations (trailing white space, missing spaces before and after braces, and line length greater than 99 columns) in the patch. Please do not hesitate to ask the patch submitter to fix formatting issues. Now that we have a commit hook for clang-format, getting the formatting correct is fairly trivial.
