Via tool creates too large track image in OpenGL

Bug Description
If I place a via on the end of a track or in a track junction, it creates a circle that is bigger than the track. And it won't disappear after via is deleted. And it can't be selected properly. And it won't be visible in printing or 3d view.
But most importantly, I somehow created a track which breaks when dragging.

Overlapping tracks will not drag nicely in the current system. This should be opened as a separate bug that we can address later.
The via is creating a new track that is exactly the same size as the existing track (hold Alt while clicking it to see the disambiguation menu) but OpenGL shows it too big. It looks correct in Cairo. Interestingly, when you click on it in OpenGL, it reverts to its correct size.
