Create new library creates two directories

Bug Description

1) Start KiCad and create a new project
2) Launch footprint editor
3) File->New Library
4) Open a director/folder select dialog
5) Create a new directory named "TestLibrary" in your project folder
6) Add to local project symbol library table

At this point, there will be two directories in the project folder. One named "TestLibrary" and one named "TestLibrary.pretty". In step 5, if you select the project folder rather than creating a new folder, the "ProjectName.pretty" library will be created in the parent folder that holds ProjectName
