Eagle(.lbr) footprints not listed in Library Browser

[mcudspmfc]

Added a Eagle library (.lbr) to Manage Footprint Libraries dialog and set Plugin Type to Eagle. But, Eagle footprints are not listed in the Library Browser.

"Kicad-5.0.2_1-x86_64.exe" and "Kicad-5.0.1_4-x86_64.exe" have the problem.
I tried "Kicad-4.0.7-x86_64.exe", Eagle footprints are listed in Library Browser.

the first lbr file version is 9.1.0.
this lbr file version is 6.0.

Both libraries seem to be parsed without errors but no footprints show up in the footprint viewer. This is true for both 5.0.2 and the dev branch.
