pcbnew: Display Local Ratsnets function of 4.0.7 are more usefull than 5.x

Even 4.0.7 Ratsnets feature aren't complete, but it very useful for component placement. Especially, there are not other way to turn on/off the ratsnets of a net (GND, 5V). Version 4.0.7 allow toggle ratsnet per net by click on the component pads. Allow user control just enough amount of ratsnets to be shown while working on layout.

I'm not agreed this is a duplicated with bug #593962. That request is overly complicated. I'm simply request a quick interactive ratsnets management for quick component placement. Not all design, need to speed a large amount of time to configure all the "ratsnets" or nets. Design having 4200 nets seem to be overkill and waster of time. But #593962 is a nice to have.

Note that the linked bug report has code already written that, while rough, is being improved and does what your report requests.

Changing the ratsnest here and then again for lp:593962 would be duplication of limited developer time and prevent other features from being worked on/improved. Note that your request is similar to lp:1457668 that is also a duplicate for the same reasons.
