Can't see via until you click on the screen

Bug Description

Trying to use the via tool on the side bar. I click on the via tool and move the mouse over the screen. I no longer see the via that I am going to place. After I click on the screen, I see the via and can place it.

Application: kicad
Version: (6.0.0-rc1-dev-729-g1b37f93cf), release build
Libraries:
    wxWidgets 3.0.2
Platform: Linux 4.9.0-8-amd64 x86_64, 64 bit, Little endian, wxGTK
Build Info:

This makes it consistent with all the other tools. You don't get a footprint, track, line, arc, etc. until you click.

The first click should execute some action for the user. In the case of lines, circles, it starts drawing. I don't know of a reason with vias to require an additional click. I'd rather minimize required actions. For fixed items (vias, targets, grid origin), the only action is place, so that should be active when the tool starts

You're right, we do use that behaviour for targets, grid origin, etc.
