eeschema: cursor crosshair is not show on macOS

Bug Description

The cross-hair is not shown in eeschema for macOS, independent of "change cursor shape" option. It is also not show in pcbnew by default, but it is possible to change that in preferences. I cannot find any preference to change this for eeschema.

@Jeff, this isn't fix committed until it has been committed to the
development branch. Once Tom's eeschema-gal branch is merged into the
development branch, then we can set the status of all bugs that this
addresses to "Fix Committed"

You must be running eeschema. Then go to the Kicad menu, Preferences and select the Display Options page under Eeschema in the left-hand column.

In Ubuntu version, the cross is not shown when moving a part (it shows up when adding a wire and a new part though)

Even when setting it from the shortcut in the main window or in the preferences.

@Julien, since the original was OSX-specific, and it appears that this new issue is GTK-specific, would you mind opening a new bug for it? (It'll have to go to a different developer with access to GTK.)
