Exported Symbols do not show up in Symbol Library Editor left panel until restart.

Bug Description

A newly exported symbol will not show up in the Symbol browser to the left of the Symbol Library Editor. Multiple symbols can be exported to MyNewLibrary, and each time the same behavior is observed. Upon closing and reopening the Symbol Library Editor, the newly exported symbols appear properly in the left panel. This bug is not critical, but just an inconvenience, requiring the restart of Symbol Library Editor each time a Symbol is Exported to a new library as a base for a new component.

There are actually a couple of errors in play here:

1) In 5.0 the Symbol Library Editor shows all libraries, rather than just those enabled in the Symbol Library Table. (The exported library should NOT show up, but that's because it's not in the table.)

2) When exporting a symbol, we SHOULD be asking you if you want to add it to a library table (either global or project).

3) The Symbol Library tree should then update based on the library's addition to the table.
