Bug Description
A user just reported on Twitter that they had ~/fp-lib-table active when editing Gerber files without having a project active, and old libraries kept popping up this way.
If no project is active, I guess we shouldn't have per-project settings.

Same root cause as the duplicate, so we'll fix them both at the same time.
