Add Footprint editor hotkey to change pad orientation

Bug Description

There is no option to rotate a pad.

I know that there is an orientation option for the pad but why not to have some shortcut like R?

Forgot the version: It is 6.0.0-rc1-unknown-da35b16~65~ubuntu18.04.1, release build

Well, I have just checked (6.0.0-rc1-dev-91-ge02fe83a7) and 'R' rotated a pad in the footprint editor. Do you have 'R' listed as a hot-key in the right-click context menu or in hotkey preferences?

It is strange. I tested it on another computer and the R shortcut is working there. I will be able to verify this again on the 1st computer by Monday.
