Position Relative To... command works in Pcbnew but NOT in Footprint Editor

    Compiler: GCC 4.8.4 with C++ ABI 1002

In Pcbnew, right-clicking an object and going to "Position Relative To..." opens up a popup window to do this action, but in the Footprint Editor it does *not*. Nothing happens! It's a bug.

I first discovered this feature when reading here: https://electronics.stackexchange.com/a/323696/26234

Then I confirmed it worked in Pcbnew, and did *not* work in the Footprint Editor.

Here is an image. You can see the option in the menus of the Footprint Editor, But it doesn't do anything when you click it.

Any chance this can be ported to 5.0 branch? The problem still exists in release 5.0.2, even though it was reported 5.0.0-rc2.

5.1 is nearing rc1 so I don't think it makes sense to produce a 5.0.3 release at this point.
