pcbnew: Plotting to directory with only numbers invalidates board file

Bug Description
Open pcbnew, create an empty board and plot it to a directory containing only numbers (e.g. 20180620). Save the board file. The token "outputdirectory" does not have its parameter quoted. This now breaks when opening with the error "Expecting symbol" and the file does not open.
This is a relatively new error (past few months) but I haven't had a chance to bisect yet.
Saving appears to be the same as before (no quotes). The loading parsing appears to have changed.
