Custom pad shape by merging shapes doesn't respect anchor pad orientation

After selecting both and right-click -> "Create pad from selected shapes"

Tom has left a note in footprint_editor_tools.cpp:402:
"// ignore the pad orientation and offset for the moment. Makes more trouble than it's worth."

A quick look around confirms that there are a number of issues that would need to be addressed to allow rotated/offset anchor pads in the primitive list.
