Dashed lines in Pcbnew

Bug Description

In issues #594059 and #1405026 was implemented the dashed line on Eeschema.
I think, this same feature is missing on Pcbnew.

You might want to detail a usecase here. (Why would somebody be motivated to implement this if nobody will find a use for it)

My point of view is that is better to graphic annotation, splitting parts of the board.
In this example mine (attached) I used in a "didactic" board to be clear the separation between ground planes.

Usecase:
Really useful for SilkScreen layers for additional description of the PCB.. such as marking functional blocks, splitting PCB parts, egde-break-points, different voltage areas, etc :-)
