HPGL wrong PT unit

Bug Description

In a created *.plt HPGL file the PT command seems to be wrong (KiCad Version 5.0.0-rc2-dev-596-gcfd2f1d00 running on Windows 10/64bit).
The unit of HPGL files is almost mils, but in this PT command the unit is mm.

File... --> Plot...
Plot mode: HPGL
Pen size

("set units to milimeters"):
          should be ...
-> Pen size 0.1 --> in file 0.1 (PT 4)
-> Pen size 0.05 --> in file 0.05 (PT 2)

("set units to inches"):
In the File... --> Plot... window the units of the pen size isn't changing. It stays in mm.
                                                 inch->mil->mm->HPGL mil ?
-> Pen size 0.1 --> in file 2.6 (0.1*1000/25.4*25=>PT 98 ? )
-> Pen size 0.05 --> in file 1.3 (PT 49 ?)

Have you experienced issues?

AFAIK, PT is always in mm and Pen Speed (VS) always in cm.

Yes you are right, sorry. PT units are in mm.
The pen size input in the File...Plot...-window is always in mm (unit of pen size isn't changing although the units are set to inches).

If GUI and HPGL file are in mm why is the PT command changing if the unit's are set to inches?

The UI /should/ show the user units. It's fixed in 6.0.

There is a serious bug in plot dialog, especially when changing units in Pcbnew.
It is fixed now.
