pcbnew: wishlist: changing track width with "e" only when in track mode

Bug Description

reason:

1. when pressing e to change values or info on a footprint, you can accidentally change the width of a track. this being not directly obvious and visible it can ruin your board.

2. to change track width you have to be in trak laying mode anyway as the track width menu item is only visible there.

There is a preference called "Edit action changes track width" that you can disable to prevent this behavior.

I'm leaving this as wishlist b/c I don't understand why we have this action double-mapped. I think it makes more sense to move this to a separate tool (e.g. paste style). When the option is enabled, you can't edit a track.

The legacy canvas uses 'E' for changing track width. Initially GAL mapped 'E' to open properties dialog for all kinds of items, but due to frequent user requests, an option to select the behavior has been added.

It is a handy option, I use it a lot. but it should only be active for tracks when in track laying mode.

What do you mean by "track laying mode"? Do you mean with the Route Tracks tool selected? ('cause that's the one place it /doesn't/ work today.)

Yes, I could not find the right name for it. its thr rout tracks tool. I get the feeling this is the only right mode to change tracks, being it placement or width

This is wishlist. The behavior is legacy and we can look at better ways to handle it in 6.0 But there's no bug.
