5.0.0 rc2 nightly : push and shove does not work

Bug Description

trying to correct a track, push and shove does not engage like i'm used to. berfore this bug push and shove worked with the following methode:

press and hold the left mouse button over a track and wait a few seconds. if you dont wait long enough, push and shove will not engage. now waiting does not make any difference. when dragging, only a selection marquee is drawn.

after searching for a while, i found that in pcbnew, in General Settings there is a setting : "Prefer selection to dragging" with a default value of on. somewhere during dev this setting must be added as i am unaware that i changed that setting as i did not know about its existance. maybe having it off by default would be an idea?
