Annotation doesn't get sub-sheets correctly in this case

Bug Description

I have a modestly complex schematic that doesn't correctly annotate.

I have multiple sub-sheets. In one sub-sheet, I have cleared the annotation because I wanted to get the components re-numbered after removing a few extra ICs.

Now, however, trying to re-annotate just this sheet using the sheet number * 100 method doesn't work. It just starts counting from 1. It's sheet number is 6, so it should be in the 600s.

The project is available at https://github.com/sethhillbrand/BalloonCommsCard.git, revision 37f8ba0. You will need to get the specific revision number because I pushed this forward by resetting the annotation of the full project and re-annotating.

If someone is familiar with the annotation code enough to spot the error, great. Otherwise, I'll track it down next week-ish.

BTW, you don't need Seth's project. It reproduces easily on any nested schema.
