Missing a way to globally unlock footprint field orientations

Bug Description
Since the "Unlock text orientation" was added we are now missing a way to do this globally. Users who require all their texts unlocked really don't want to spend the time manually doing each one on a large board. I propose: rename Edit -> "Set Footprint Field Sizes" to "Set Footprint Field Properties", then add "Unlock text orientation" to this dialog.

The 5.1 Set Text and Graphic Properties doesn't exactly do this, but I think it's close enough.
You can set unlocked (now reversed in sense and called "Keep Upright") by class (silk, copper, other) or by footprint filter.
