CvPcb no longer respects last size and position

Something has changed recently and CvPcb main frame size, position, and layout are no longer respected at least on windows. Whenever CvPcb is opened, it is opened to it's default size rather than the last size.

Git bisect shows the guild commit is b1eed74b55. @Chris, please take a look at this when you get a chance.

This will be an easy fix, I know exactly what went wrong.

JP fixed this in commit b1eed74b55ba840a519d06c519032832d30b25bc.
