Manage Symbol Libraries does not actually open the manage window

In the KiCad main window there is a menu option named "Manage Symbol Libraries". It openes up the Symbol Library Editor window.

In the Symbol Library Editor under Preferences there is a menu option named "Manage Symbol Libraries". It openes up the Schematic Library Tables window.

This is confusing, but I don't know which one is incorrect.

My main issue is that there is a menu option named "Manage Symbol Libraries" which opens up different windows depending on where you are.

If I understand things correctly, I think that the "Manage Symbol Libraries" option from the main KiCad window (Ctrl-L) should really be named "Edit Symbol Libraries", since it opens up the library editor, not the library manager.
