FP Editor: Cursor keys move viewport

When in GAL mode the cursor keys move the viewport instead of the mouse cursor.
This makes it impossible to draw lines or move pads using the keyboard.

It is a regression introduced with commit 49a3e7ec2 and it only affects OpenGL + Cairo.
