Incomplete zone fill with copper polygon in footprint

Bug Description

This is a slightly weird one - I see why it happens and I'm not sure how to go about fixing, but I'll report anyway. I know copper polys in footprints are a weird case.

The example file attached is all one net, and contains a footprint on the net with a copper polygon. The zone fill on the same net does not fill up to the copper in the footprint even though they're effectively on the same net.

(Again, yes, I'm aware the copper poly doesn't _have_ a net and this is the root of the problem - it's still arguably an incorrect fill though so I want it discussed. Doesn't DRC ignore collisions with these?)

Drc ignore collisions, but Zone fill takes in account graphic items which are on edge cuts or copper layers.
Polygons on copper layers are used in microwave applications.
These polygons do not have a net.

This is not a bug.

I understand the intent here - however, while this is correct behavior for some use cases, it definitely isn't for others. I wonder if this behavior should be an option in the zone properties or footprint properties.

Alexis- I think that the use case you describe here is since addressed by Tom's custom pad work. If you feel otherwise, please re-open and let me know what I'm missing
