Bug Description
Currently the ERC settings are not persisted at all: after a restart KiCAD will forget ERC settings entirely.
For the correct behaviour I would expect the ERC settings to be persisted in the project or the schematic file. Rationale: it makes sense that different projects require individual sets of ERC rules.
