F.Cu/F.Fab vs B.Cu/B.Fab rendering order inconsistency

Bug Description

When viewing in PCBView OpenGL Linux, F.Fab lines render under the F.Cu pads, as would be desired, but on the flip side, the B.Fab lines render over B.Cu pads. The B.Fab lines should probably render under the B.Cu pads so that it is consistent with the top layer drawing order.
