Ratsnest Will No Longer Change Color in GAL

So this bug has been reintroduced again, after fixing it just over a month ago.

It broke sometimes over the last week worth's of commits, perhaps the layer refactoring business.

In GAL canvases, changing the ratsnest color will not work, it's always gray-ish. Legacy works.
