Bug Description
In Legacy when you select a region you are presented with a "Block Operations" dialog which lets you select different things, such as Only footprints, or Footprints and tracks, etc, etc.
In GAL it just blindly selects everything, which isnt useful, for example if you want to retain all the layout, but just want to move a block on your board, the selection will pick up things like your PCB edge and break it when this isn't what was desired.
