Global module text visibility in pcbnew

A global option to set the visibility of modules references or values is lacking and would give better control of the silkscreen of the finished PCB. Much the same way the global fields work.

It got lost in the noise. This patch cannot be used as is because the changes to the dialog were not made with wxFormbuilder but rather by modifying the files that wxFormbuilder generates. The next time wxFormbuilder is used to change this dialog, the changes in this patch will be lost. I haven't tested the patch so I don't know if it works as advertised but I'm not opposed to including something like this is v5 as long as it doesn't break anything.

I targeted this for 5.0.0-rc2 in case you want a chance to follow up on this for 5.0.0.

I think we are a bit late for this kind of changes now, this report is more a wishlist than an actual bug.
