GAL submenus don't work on Windows

On Windows (master branch), the GAL contextual submenus (e.g. "Zones" and "Pads") don't work - the menus are available, but nothing happens when the items are selected.

They do work on Linux.

Reported by both JP and Kristoffer Ödmark on the mailing list.

The submenus also show the title twice, as well as a duplicate entry of the last submenu entry directly below the title.

According to Nick Ostergard the duplicate title is not in commit 1a05c8a, however the clicking any of the submenu items does nothing.

Nick also reports that there are no issues on 6a1b068 from jan 22

According to the UI policy, menu strings should have title
capitalization. I'm not sure why the "Select" submenu is all lower case
but it need to be fixed.
