Bug Description
Dear Kicad Developers
I filed a bug report regarding the DRC ignoring traces crossing the outline.

Currently the P&S router allows drawing traces out of the edgecut.
Also it might move other traces out of the edgecut, when using the push function.
It would be great if the P&S router could enforce something like an edgecut clearance.
