ngspice-27 is finally available.

What we have for the dll:

No user input required (Variables moremode, interactive are deactivated by default).

--enable-relpath will yield a relative path for spinit and the code models (relative to the caller, not the dll).

Search path for .spiceinit (the user configurable file) is current directory, HOME environment, USERPROFILE environment.

Install path for headers
